At 1 p.m. today, the Amendment 64 Task Force will announce its recommendations for implementing the title measure, which allows adults 21 and over to use and possess small amounts of marijuana.

We'll be on the scene to provide a full report. But we've already got a pretty good idea what will get the nod thanks to the task force working group's "recommendation template" -- the document being used by the Town of Nederland to try to come up with its own weed regs.

For driving- If you are a regular smoker, they should implement a system where you have witnesses with you for x amount of time, and determine you are sober. Then draw and test your blood at that point. Then you can use that number as a baseline. Everyone is different. A person who never smokes but once or twice a year's baseline is gonna be zero. Me, not so much. This would give regular smokers a modicum of protection against being unfairly charged when they are indeed sober...

Under proposals endorsed by the Amendment 64 Implementation Task Force, recreational marijuana in Colorado would be heavily taxed. 

It would be grown only indoors. 

It would not be allowed to be smoked at bars, restaurants or even social clubs.

It could be sold to people visiting from out of state, though. It could be given away to adults an ounce at a time, but not in pot-for-donation swaps. Its sale would be watched over by a small army of state regulators.

Free and open competition with regulated retail stores selling regulated wholesale products...with the Department of Revenue, in the interest of the state, fighting against local bans. What town in Colorado does not have a liquor store? Now, to ban liquor within the boundary of a jurisdiction, a petition with 15% of registered voters must be collected to get on the ballot and can only be put up every four years (rather than every two). Not easy because why should the state, with over-riding power to collect tax, lose out?

And the zoning CODE you cite only applies to row houses and multi-use buildings, neither of which would have much of a yard, if any, and in the case of multi-use, any yard would be shared between businesses and residents. This isn't much of a restriction AT ALL, and you are a fucking idiot to point at this and squeal that the fucking sky is falling.
