Marijuana: How state officials define responsible pot use during 4/20 celebrations

Governor John Hickenlooper recently compared adult marijuana use to drinking a beer in the afternoon. But the State of Colorado isn't treating the products equally in advance of the annual 4/20 events taking place this weekend. We don't recall officials cautioning about the use and abuse of ale leading up to the Great American Beer Festival -- but they've just released a warning-filled salvo about pot complete with links to a state website dominated by more cautionary notes.

"State Officials Caution the Public About Responsible Marijuana Use During 4/20 Celebrations" was put out by the Colorado Department of Transportation, but it references plenty of other agencies, including the departments of Public Health and the Environment, Revenue, Human Services and Public Safety, as well as the Governor's office. Among its bulleted reminders:
• 21+, No Exceptions. You must be age 21 or older to buy, possess or use retail marijuana. And it's a felony to give or sell recreational marijuana to minors.

• Drive High, Get a DUI. It is illegal to consume marijuana on public roadways, and any amount of marijuana use can put you at risk for a DUI. There is an open container law for marijuana. It must be sealed and not in the passenger area of a vehicle.

• Keep it in Colorado. It is illegal to take marijuana across Colorado state lines. And Denver International Airport prohibits possession, use, display and transfer of marijuana on its property.

• Not in Public, Please. Marijuana cannot be consumed in public. This includes indoor and outdoor restaurants and bars, concert venues, sidewalks, parks, schools, playgrounds and sporting venues.

• Keep Kids Safe. Avoid use of marijuana, in any form, around children. To avoid accidents, all marijuana-containing products should be clearly labeled, stored in a child-resistant container and locked in a cabinet.

Also linked is the official State of Colorado Website for Retail Marijuana Information & Resources, which boasts a finger-wagging tone similar to the one found on the City of Denver's pot site. The landing page includes graphics like this....

In the meantime, Colonel Scott Hernandez, chief of the Colorado State Patrol, emphasizes in the release that troopers will be on the lookout for anyone who climbs behind the wheel stoned.

"Similar to other major events, law enforcement will be out in large numbers ensuring that the public is complying with our new laws," Hernandez is quoted as saying. "For example, Colorado has nearly 215 law enforcement officers highly trained in the detection of impairment by drugs, including cannabis. And their main goal is to keep impaired drivers off our roads."

*** Denver 420 -- Police issue dozens of Criminal Marijuana Citations ***


By late afternoon, Denver police had issued 47 criminal citations for public marijuana consumption at the downtown rally, as well as 16 other arrests or citations for other reasons. Denver Health Medical Center paramedics had treated 14 people, including three who were taken to detox. The hospital's emergency room had treated about a half-dozen people, most of whom had passed out through a combination of sun and substance use.

Brittany Gibbs caught one of the police citations Sunday when she lit up her chillum pipe on the outskirts of the rally just before police officers on bicycles rode by. They handed her a $150 ticket for public marijuana consumption.


"They said, 'Go into a crowd where we can't pick you out,'" Gibbs said.


Earlier Sunday, Jessica Holland hula-hooped with a friend to the side of the main music stage. Holland said she likely wouldn't smoke up at the rally — partly because of the police presence and partly because she needed to leave the rally early to spend Easter with her family.


"It was actually easier to smoke outside before it was legal," she said. "The police are watching much more now."

As stated, we don't have to put up with this crap concerning alcohol or gun laws! Why don't they pour this money into something a bit more useful, like educating some of the ignorant parents about keeping their guns locked up, or their booze put away? Chickenlooper is a money hungry Dip Shit! Cashing in on the event by selling $10 little beers (300% profit). ALL 420 participants should Boycott beer lines and make them eat all the beer they bought. Its a 420 event, yet you can drink beer in Public, but not Pot which both are legal in this state. DUMB!

I've been consuming weed in public downtown for years and will continue to do so. When children are in the area, I hide my spliff so they cannot see it. I do not give any adults the same courtesy. When they ban drinking in public, especially on the mall, I might reconsider. Until that time I will continue to smoke in the open. In public. No one has ever bothered me about it, including the police.....There is a smart way and a dumb way to do this. Choose wisely.

Er…the actual wording is "openly and publicly." The same over-reach is expressed multiple times in their propaganda.

Now for a warning. It seems apparent the DPD is looking for new ways to spoil 420. It's become easier for them to claim someone who's used pot is under the influence, due to the 5ng limit they've managed to impose. This means they could probably harass a lot of participants by stopping them when they leave the event--driving. Be careful!

@Cognitive_Dissident  No -- you are quoting part of the provision allowing the personal use of cannabis in our Constitution out of context; the Constitution does not forbid public consumption of cannabis.  The reason people who use cannabis in public are threatened with arrest or citation is because of the prohibitionists in the General Assembly and on the Denver City Council.
